The inclusion of the additional posts listed above represent a further step in the implementa- tion of the programme of expansion and development of the Fire Services. In particular, the 2 additional posts of District Fire Officer are for the New Territories District and for duties in connexion with fire prevention and inspection, the post for the latter purpose being offset by the reduction of 1 post each of Divisional Officer and Station Officer. The post of Fire Services Training Officer (Physical Education) which was approved by Special Warrant during 1962-63 is offset by the further reduction of 1 post of Station Officer.
The process of expansion is also reflected in increases in various votes under Other Charges Annually Recurrent. In addition, the increase in provision of $493,000 under Subsistence allowances is to cover the payment of a special subsistence allowance to Fire Services personnel on 24 hour duty spells which was approved during 1962-63.
The provisions under Special Expenditure cover a wide variety of equipment etc. for expansion and are generally self-explanatory.
