In connexion with the re-organization of the structure of the staff responsible for beaches in the New Territories, additional posts of 1 Foreman Class I, 1 Foreman Class II and 8 Chargemen are provided, offset by the reduction of 2 posts of Overseer, 1 post of Foreman Class III and 7 posts of Ganger.

In order to bring the supervisory staff employed in Pest Control duties in line with the organi- zation in the urban areas, 4 Foremen Class II are required, offset by the reduction of 1 Foreman Class III and 4 Gangers. 17 Pest Control Labourers have also been provided for pest control work, offset by the reduction of 12 posts of Labourer.

One Foreman Class II is required to improve the standard of supervision in the cleansing dis- trict of Tai Po. 6 Gangers and 36 Labourers are required to improve cleansing in newly developed and remote areas by increasing the number of street sweeping beats and providing for additional Special and Mobile Cleansing Squads. 3 Motor Drivers are provided for 1 Utility Van and 2 Prime Movers which are due for delivery during the year. 2 Labourers are provided for duty at the cemeteries at Tsuen Wan and Sai Kung.

To staff projects which are due for completion during the year, 1 Ganger is provided for the new Kam Tin Market, 14 Latrine/Bathhouse Attendants for new latrines and bathhouses at Sha Tin, Cheung Chau, Sheung Shui Wai, Fan Ling Wai, Kam Tin, Peng Chau and Sha Tau Kok, 2 Labourers for a new market and hawker bazaar at Kam Tin and 1 Labourer for a new health office at Yuen Long.

Under Other Charges Annually Recurrent, a net increase of $164,600 over the previous year's figure is shown, to allow for a general expansion of activities. A provision of $25,000 is included in the new subhead "Alterations and additions to Government grounds" with corresponding reduction in the equivalent subhead in Head 79.

Under Special Expenditure, $18,000 is required for motor vehicles (1 15-cwt van and a revote of $6,000); $150,000 for public amenities, parks and playgrounds; and $496,300 for refuse collecting vehicles (including $51,000 for 2 prime movers, and $184,000 for 8 trailers).
