8 posts of Special Driver and 11 posts of Motor Driver are required for additional vehicles which are expected to be delivered during the year. 2 further Special Drivers are provided to drive and operate 2 Broadcasting Vans in lieu of 2 Motor Drivers who previously undertook these duties.

The post of Temporary Motor Mechanic is for the purpose of augmenting the staff employed on vehicle maintenance.

Cleansing Division

4 Health Inspectors have been transferred from the Hygiene Division to take charge of special clearance and cleansing operations in the urban areas, together with 4 Overseers from the Amenities and General Division and 4 Foremen Class II from the Hygiene Division for supervisory duties. 30 additional Labourers are also provided in connexion with these operations.

One Foreman Class I, 1 Foreman Class II, 2 Foremen Class III, 4 Gangers and 45 Labourers are required to meet additional cleansing commitments in newly developed areas.

6 Latrine/Bathhouse Attendants are required to staff bathhouses and latrines in Hong Kong and Kowloon which are due for completion during the year.

The establishment of Stokers Class II has been reduced by 5 posts following the change-over of the boilers in public bathhouses from coal burning to oil. The mechanization of conservancy in Kowloon has resulted in the reduction in the number of Semi-skilled Labourers by 3, as being no longer required for the repair of night-soil buckets.

A total of 612 posts provided under Supernumerary Staff to meet interim commitments in connexion with the mechanization of conservancy and the change-over from sea to land transportation of refuse in Kowloon have been abolished,

Hygiene Division

8 posts of Foreman Class I are provided in connexion with the re-organization of the supervisory structure of the Pest Control Section to replace 4 Overseers and 4 Foremen Class III.

The establishment of Assistant Health Inspectors has been reduced by 30 posts following a review of the Health Inspector/Assistant Health Inspector organization.

5 Pest Control Labourers have been transferred to Head 82 for duty in the New Territories.

Amenities and General Division

One Overseer, 1 Foreman Class I, 2 Foremen Class II, 2 Artisans, 10 Beach Attendants, 8 Dressing Room Attendants and 12 Labourers are provided to staff the new swimming pool at Kowloon Tsai which is due to be completed during the year.

3 Foremen Class I, 2 Foremen Class II and 5 Chargemen are provided in connexion with the re-organization of the supervisory structure of the staff employed on public beaches in the urban areas, to replace 4 Overseers and 7 Gangers. One additional Beach Attendant is required for duty at the Chung Hom Wan Beach to replace 1 Labourer.

One Gardener Class I and 2 Gardeners Class II are provided for the upkeep of the Garden of Remembrance at the new Crematorium at Cape Collinson.

8 posts of Overseers have been reduced as surplus to requirements for Hawkers and Markets.

3 Labourers have been provided for slaughterhouse duties in lieu of 3 Semi-skilled Labourers, and 4 Labourers have been transferred to the Agriculture and Forestry Department for duty in the Dog Kennels which now come under the control of that department.

3 Foremen Class II and 14 Car Park Attendants are provided to staff the new multi-storey car park on Murray Parade Ground.

Under Other Charges Annually Recurrent, a net increase of $224,500 is shown due to expanding activities. There are slight decreases under Advertising, Cleaning of offices and Publications as a result of the transfer of provision for the City Hall to Head 80.

Under Special Expenditure the provision for new vehicles (i.e. other than revotes and for replace- ments) includes $45,000 for 1 Crawler tractor, $93,500 for motor vehicles ($45,500 for 2 lorries, and $48,000 for 4 15-cwt vans), $802,000 for refuse collecting vehicles ($204,000 for 8 prime movers and $598,000 for 26 trailers) and $194,000 for 4 street washing vehicles. Of the other items (which are generally self- explanatory), the cash registers and time clocks are for existing and new multi-storey car parks and the microscope is for the by-products plant.
