With the enactment of the Immigration Service Ordinance, 1961 (No. 30 of 1961) the newly- created Immigration Department came into being, and the Director of Immigration assumed responsibility for the control of immigration into the Colony, hitherto vested in the Commissioner of Police. The specialized staff approved in last year's Estimates have now been recruited, and the Police officers previously on secondment to the Immigration Department for the interim period have reverted to the Police Force establishment. The supernumerary posts shown last year are therefore no longer required.

Of the additional posts approved, that of the Chief Immigration Inspector is to take charge of the Immigration Control Division (airport, harbour and border controls). 1 Immigration Inspector, 2 Immigra- tion Sub-Inspectors, 1 Immigration Assistant Class I, 8 Immigration Assistants Class II, and I clerk, are required for duty at the airport, in connexion with the extended facilities in the new terminal building. 1 Senior Immigration Inspector, 1 Immigration Inspector, and 2 Immigration Sub-Inspectors are required for a new sub-office to be opened in Kowloon, and the remaining immigration service officers are for duty in the harbour clearance section.

The additional post of Information Officer is for the Film Unit. One additional post of Secretary Stenographer and 3 of Clerk are required to cope with the increasing volume of secretarial and clerical work. The 2 posts of Telephone Operator are required in connexion with the installation of P.A.B.X. equipment, provision for which is included under Special Expenditure; the operators will perform the dual duties of operator and receptionist. The additional posts of 1 Clerical Assistant and 1 Messenger are required to deal with the checking of film, press advertisements and display material and the handling of packages of posters. publications and films.

Under Special Expenditure, provision is included for further equipment for the Film Unit.
