With the exception of 10 additional posts of Station Officer, the increased establishment set out above reflects the continued process of expansion arising from the review of the Department subsequent to the Salaries Commission Report, 1959. The 10 additional Station Officers are required to cope with rapid industrial development and to expedite licensing of industrial premises, schools, Dangerous Goods stores, places of public entertainment, etc.

The process of expansion is also reflected in the provisions included under Other Charges Annually Recurrent which show a net overall increase of $328,100 over the previous year's figure.

Under Special Expenditure, provision is made for a wide variety of equipment. Alternators for appliances ($38,000) and Radio Telephony equipment ($125,000) are required to implement the second stage of the Fire Service radio network. $239,000 is provided for the standardization of hose couplings and fittings. $8,200 is provided for the replacement of obsolete telephone exchange equipment at Kowloon Fire Control by 999 type switchboard suite to facilitate operational mobilization. Funds are also included for additional fire fighting and rescue equipment necessary to raise operational efficiency, some details of which may be found in the footnotes to the Estimates.
