One new post of Senior Scientific Officer offset by one post of Scientific Officer is required for supervision of meteorological forecasting staff and implementation of international regulations governing meteorology for civil aviation. Other staff increases are necessary because of increased commitments con- nected with the operation of jet aircraft.
Under Other Charges Annually Recurrent, there is an increase of $13,700 in "Fuel, light and power" due to the necessity of operating air-conditioning plant on a 24-hour basis for the preservation of radio and radar equipment.

The new Assistant Secretary for Chinese Affairs post is offset by the reduction of one post of Administrative Officer.
Two of the new posts of Clerk are intended as replacements for two existing posts of Executive Officer in the Tenancy Inquiry Bureaux. The third post of Clerk is required for the Accounts Office where work has increased steadily over the last 15 years without any increase in staff.
A new branch office will be opened in Kwun Tong during 1961, but the staff required will be found from within the department, except for one additional post of Messenger.
These changes, together with normal increments, account for the increase of $138,900 under Personal Emoluments.
Other Charges Annually Recurrent have been reduced by roughly 20 per cent.
