During the year the staff indicated by asterisks were provided by special warrant for the Psychiatric Observation Unit. Of the remaining 37 additional posts of Warder, 35 are required for general prison duty and 2 for hospital duty. One additional Principal Officer (Hospital) is needed to take charge of the sick bay at Chi Ma Wan Prison. One post of Prison Officer (Hospital) is also provided to strengthen the medical service at Stanley Prison Hospital. To allow for expansion of the adult education scheme an extra Schoolmaster is provided. 2 additional Social Welfare Officers Class III are required to extend the aftercare service for discharged drug addicts and inmates of the Training Centres. The tailoring workshop extension project necessitates 3 additional Workshop Instructors. The remaining non-pensionable Workshop Instructor, offset by the reduction of 1 Trade Instructor, is required to give instruction in car driving and repairing to the inmates of Cape Collinson Training Centre. 2 additional Clerks and one Clerical Assistant are provided to deal with increased clerical duties.

These changes together with normal increments account for the increase of $489,200 in the vote for Personal Emoluments.

The increase in provision under Other Charges Annually Recurrent is mainly attributable to increased expenditure on subsistence of prisoners due to the higher cost of rations and the greater number of prisoners. The expansion of services is also reflected in increased provision in the vote for rent to cover additional rented departmental quarters for one Medical Officer, I Assistant Chief Officer (Hospital) and 1 Principal Officer (Hospital). The increase in Subhead 16—Uniforms and accoutrements for disciplined staff ($35,000) is necessary for initial purchase of uniforms, etc. for new staff.

Under Special Expenditure, besides revotes, provision is included for the purchase of portable radio sets and main control stations for Chi Ma Wan and Tai Lam Prisons. It is imperative that outside parties be in immediate contact with the prison at all times so that appropriate action can promptly be taken in case of emergency such as escapes or accidents.
