During the year the Southern District in the New Territories Administration was divided into two new districts known as the Sai Kung District and the Islands District respectively. Additional staff are provided to establish these two separate District Offices and to handle the general increase of work. These increases include the staff required to deal with the Integrated Water Supply Scheme.

The supernumerary clerical staff are provided to deal with the reissue of all Crown land and modification of tenancy permits in the New Territories.

Under Other Charges Annually Recurrent, the net increase of $714,100 is mainly due to an increase of $500,000 for Local Public Works, and increased provisions for Stores and Equipment and Transport.
