The department has been reorganized in order that a revised registration scheme for the entire population may be introduced. To this end the net increase of 69 posts listed above was approved by special warrant during the year. These new posts together with the Salaries Revision account for the increase of over $450,000 in the vote for Personal Emoluments.
This expansion is also reflected in Other Charges Annually Recurrent which shows an in- crease of over $200,000.
