2 Health Inspector posts have been transferred from the Resettlement Department.
A new post of Superintendent, Cemeteries and Crematoria has been created for cemeteries work which does not require health inspector training; this is offset by a reduction of a Senior Health Inspector post.
An additional Overseer is necessary to assist in achieving more efficient supervision and better control over the conservancy staff in Kowloon.
To provide additional scavenging and cleansing services in the newly developed and existing areas the following extra staff are required:-1 Overseer, 3 Foremen Class II, 3 Foremen Class III, 4 Gangers and 72 Sanitary Coolies.
Special hawker area night scavenging squads are being formed to clean hawker areas at night after normal business hours. 2 Foremen Class III, 8 Gangers and 66 Sanitary Coolies are required for this purpose.
New additional Street Washing Vehicles make necessary the employment of 4 Gangers and 24 Sanitary Coolies: 3 more Gangers and 18 more Sanitary Coolies are needed to form additional street washing crews.
2 female Gangers are required to provide better supervision over Latrine/Bathhouse Attendants: 22 Semi-skilled Labourers are necessary to operate the switch control mechanism of new night-soil vehicles (these will be offset by 22 Sanitary Coolies).
The following posts are created to provide leave reserves in their respective grades:-2 Fore- men Class II, 2 Foremen Class III, 5 Gangers, 7 Semi-skilled Labourers and 34 Sanitary Coolies.
28 Sanitary Coolies are required to assist in routine house inspections, while 54 become redundant with the implementation of a further stage of the Sherriff/Baker Conservancy Scheme.
A new grade, Latrine/Bathhouse Attendant has been introduced with 215 (+60 leave reserve) posts for existing buildings and 35 posts for the new latrines and bathhouses being constructed: these are offset by a reduction of 275 Sanitary Coclie posts.
2 Caretakers are required for the coffin rooms and farewell pavilions at the Hung Hom and Oil Street cemetery depots: these are offset by a reduction of 2 Sanitary Coolie posts.
Hygiene Division
A Senior Health Inspector post is required for licensing duties in Kowloon, and a Health Inspector post has been transferred from the Resettlement Department.
A review of the training of Probationary Health Inspectors has resulted in a decision to cease recruiting to that grade and instead to introduce a new grade of Assistant Health Inspector. Appointees will be put to house inspection work after a short intensive course of training and will receive further training over a period of two years in preparation for the Public Health Inspectors examination, which if they pass will qualify them for promotion to Health Inspectors: 50 Assistant Health Inspector posts are required with effect from 1st October, 1959. Of the original establishment of 93 Probationary Health Inspectors only 48 posts are required to cover those officers whose training will not be concluded until September, 1959.
8 Pest Control Foremen and 44 Pest Control Coolies are required to enable the expansion of anti-mosquito work and the commencement of pest control work in resettlement areas.
Special fly control teams are to be introduced to abate the fly nuisance in the agricultural areas of Hong Kong and Kowloon; 9 Gangers and 16 Sanitary Coolies are provided for this purpose.
Amenities and General Division
The Hawker Control Unit, a disciplined force for the proper control of hawkers, is being formed; one Staff Sergeant, 6 Sergeants, 14 Corporals and 70 Constables will be recruited in the first instance. In addition one Gazetted Officer and 8 Inspectors will also be seconded from the Police Force to command this Unit.
Increased activities in the abattoirs require an additional 6 Gangers for supervisory work, 3 (including leave reserve) for each side of the harbour: 11.Semi-skilled Labourers posts are necessary for the up-grading of the Sanitary Coolies who are engaged in dressing and flaying work in the Hong Kong Abattoir; 11 Sanitary Coolie posts are offset. 7 Sanitary Coolies are required for expanding animal depot cleansing work at the Kennedy Town Abattoir. A leave reserve of 14 coolies is also required for the abattoirs. A further 7 Sanitary Coolies plus 1 for leave reserve are required to supplement the existing market cleansing staff in Kowloon.
