An additional post of Labour Officer is provided for Supervisory Training in Industry. Of the three additional posts of Assistant Labour Officer, one is to assist the Labour Officer dealing with Industrial Relations, the second is to assist the Labour Officer for Supervisory Training, and the third is to assist the Woman Labour Officer in matters concerning women and young persons.

One post of Senior Labour Inspector, eleven of Labour Inspector and four of Woman Labour Inspector are provided to maintain adequate supervision of factory areas in Tsuen Wan and outlying districts where industrial activity is rapidly increasing, to enforce new legislation concerning young persons and women, and to assist in Supervisory Training. An additional Senior Labour Inspector is needed to take over the duties of the Industrial Training and Safety Officer whose secondment ends in June, 1959.

One post of Executive Grade Officer, one of Interpreter/Translator, eight clerical grade posts, and one post of Confidential Assistant are provided to meet the increased office work resulting from the expansion of the duties of the department.

Additional minor staff comprising one post of Motor Driver, one of Office Attendant, one of Messenger and one of Coolie are required to keep pace with the expansion of the work of the department.

The increase of 34 posts, together with normal increments, results in an increase of $297,100 in the vote for personal emoluments.

Under Other Charges Annually Recurrent the additional expenditure results from the increased duties and expanded staff of the department. The net increase is $67,700.

The two additional posts of Crown Counsel and one of clerk are required to deal with the increasing volume of work.

The three posts of Legal Officer (Pupil) are provided for the employment of three officers who went to England on scholarships and have been called to the Bar, but who have not yet gained sufficient experience to qualify them for substantive appointment to a legal post or as magistrate. One officer is posted to the Legal Department and held against one vacancy for a Crown Counsel; the other two officers are posted to the Registrar General's Department.

Two posts of clerk under Supernumerary Staff are required for six months to enable two serving G.C.S. Clerks to receive local training as Law Clerks.
