An extra Custodian is required to provide more immediate supervision over the Fa Hui Park, and the Argyle Street and Cornwall Street Playgrounds; two additional Foremen Class II are required to deal with the day-to-day supervision of ground staff employed at the new public areas expected to become available for use during 1958/59. One additional Motor Driver is required for a lorry which is being transferred from the Resettlement Department. The additional Motor Mower Driver is required for the maintenance of the new Technical College grounds, Fa Hui Park and Cornwall Street Playground. An extra Leading Gardener is required for the maintenance and upkeep of Fa Hui Park, and a Gardener Class I for the supervision of day-to-day operations in the Botanic Gardens Nursery. The additional post of Parkkeeper Class I is required to assist the Custodian in supervisory duties at Victoria Park, where 10 Parkkeepers Class II are employed. A new post of Office Attendant is required for the Division's head office. The 2 posts of Watch- man were approved during the year for the Sports Stadium at Sookunpoo. The 5 extra posts of Dressing Room Attendant are required for the changing rooms at Fa Hui and Victoria Parks. Three posts of Street Tree Labourer are transferred from the casual labour vote.

Increased staff is needed for maintenance and policing duties at new recreation areas and playgrounds, amounting to 7 Gardeners Class II, 18 Parkkeepers Class II, and 20 Garden Labourers.

Following the transfer of the responsibility for maintaining compounds, grass cutting and amenity planting in the New Territories to the Department of Agriculture, Fisheries and Forestry, the following posts are deleted:-4 Gardeners Class II, and 4 Garden Labourers.

These changes, together with normal increments, account for the increase of $141,850 under the Personal Emoluments vote.

Under Other Charges Annually Recurrent, the number of items under the subhead for Maintenance has been reduced from six to three; the former items, "Gardens and grounds" and "Kai Tak Airport grounds" become "Government grounds"; and the former items "Public playgrounds", "Recreation grounds", and "Urban roadsides and scenic areas", become "Urban amenities, parks and playgrounds". Increased provision amounting to $7,000 and $38,300 respec- tively is required for these two items, due to more areas and grounds requiring maintenance. The transfer to the Department of Agriculture, Fisheries and Forestry of the responsibility for maintenance of Government compounds, amenity planting and grass cutting in the New Territories, results in decreases under the following votes:-Casual labour ($400), Maintenance of Government grounds ($5,000), stores and equipment ($1,000) and travelling expenses ($700). Increases occur in certain votes:-$10,000 under fuel, light and power, for the operation of the Causeway Bay fountain; $5,500 under uniforms, for additional staff; $30,000 under alterations and additions to Government grounds, due to an increased number of requests being received from departments.

Under Special Expenditure, $5,200 is provided for the purchase of 2 mowers for maintenance of the new Technical College grounds. The provision for urban amenities, parks and playgrounds remains unchanged at $900,000, to allow the parks and playgrounds programme to be continued during the 1958/59 financial year. Provision of $37,500 is required in 1958/59 to complete the development of Victoria Park.
