The additional post of Assistant Commissioner is required for administrative duties at Police Headquarters. One post of Senior Superintendent has been created for the Police Training Contingent; of the other two posts one is required for planning Police organization and the other is required for planning Police communications. The five additional Assistant Superintendents are required as Training Officers, P.T.C. Company Commanders, and as Deputy Commandant, Police Training School. The 3 Chief Inspectors, 52 Inspectors and Sub-Inspectors together with 522 additional Rank and File are required for the general expansion. The post of Woman Assistant Superintendent is necessary for supervision of the Women Police who have been increased by 33. Four Executive Grade Officers are to take over general administrative duties, establishment matters, and executive duties in Police Headquarters, releasing police officers for other duties. The one Interpreter/Translator is required together with 17 Confidential Assistants and 10 Executive Assistants for development of the Special Branch. Fifty additional clerks and another 4 Confidential Assistants are necessary to cope with increased administrative duties due to the expansion of the Force. One Radio Mechanic and 1 Photographer are required to cope with the increasing amount of work in the respective branches.
Under Other Charges Annually Recurrent the net increase is $1,376,800. Main in- dividual increases are; $115,400 for Fuel, Light and Power due to new establishments and the surcharge; $119,600 for Rent of Stations, Offices and/or Quarters; $50,000 for Subsistence allowances; $43,000 for Arms and Ammunition; $125,000 for Passages for Deportees, Prisoners; $12,000 for Passports; $625,000 for Rewards and Special Services; $100,000 for Stores and Equipment; and $105,000 for Traffic Lights and Aids for increased supplies of paint, railings illuminated bollards, reflector posts, etc. Due to the increase in the establishment of vehicles an additional $55,000 is required for Running Expenses of Vehicles. An extra $100,000 is required for Uniforms and Accoutrements for Disciplined Staff as a result of increases in establishment. Decreases of $5,000, $9,600, $5,000 and $95,000 have proved possible in respect of Accident Prevention Propaganda, Electrical and Mechanical Stores and Equipment, Police Dog Unit, and Radio and Sound Stores and Equipment respectively.
Under Special Expenditure $133,700 is required for additional diesel generating plant for emergency purposes; $56,400 is required for additional loudhailer and other sound equip- ment for emergency formations, Tsuen Wan Police Station and the two Command Headquarters. For additional radio telephony equipment an amount of $175,300 is required but of this amount $155,443 is a revote; $609,000 (of which $28,800 is a revote) is required for arms and ammunition to replace unserviceable weapons and to equip foot and mobile patrols.
