Development Division: Many posts formerly shown here are now included under the Control Division.
The post of Executive Officer i/c Trade Development has been regraded from temporary to permanent as the holder is responsible for the initial preparations for trade fairs, trade inquiries, visits to factories by business visitors and assistance in settling commercial dis- putes, all of which activities are permanent commitments of the Department.
The post of Executive Officer i/c Trade Publications (non-pensionable) has been replaced by a non-pensionable post of Assistant Trade Officer: the up-grading of this post was approved by Special Warrant during the year, as it was found that a suitably qualified candidate could not be recruited at the salary previously offered.
One post of Clerk is required to act as assistant to the Administrative Officer, Development, particularly in the collection of data with which to refute trade complaints and criticism of the Colony's trading practices.
Control Division: To this Division have been transferred 36 posts from the Develop- ment Division, to which must be added 1 post of Assistant Trade Officer, 2 posts of Confidential Assistant and 2 posts of Clerk approved during the year to deal with the considerable increase in work.
The Preventive Service grades of Revenue Officers Class I, II and III, and Women Revenue Officers Class I, II and III have been replaced by the new pensionable grades as shown above, resulting in a reduction of 6 posts in the Preventive Service as a whole.
London Office: The salaries of the clerical staff have again been adjusted to bring them into line with recent salary increases of Civil Service officers in the United Kingdom.
The increase of $186,660 under sub-head 1, Personal Emoluments, is mainly attributable to:
(1) normal increments
(2) increased cost of living allowance arising therefrom
(3) the need for additional overtime in the Statistical Branch, and
(4) additional acting pay
Under Other Charges Annually Recurrent, a new item under Administration has been created with a provision of $3,200 to meet the rent of offices and/or quarters and a new item under Maintenance has been added with a provision of $4,000 to meet the cost of main- tenance of office machinery and equipment.
The other main increases necessary are:
(a) $30,000 for Uniforms and Accoutrements for Disciplined Staff in anticipation of vacancies being filled and to allow for some increase in the replacement scale of uniforms;
(b) $24,500 for the maintenance of additional Hollerith equipment;
(c) $20,000 for Trade Promotion Expenses which vote includes provision for the Mel- bourne Trade Fair, an exploratory tour of Central and South America, and visits of departmental representatives to European and Middle East Trade Fairs;
(d) $14,000 for Cable and Wireless Charges in respect of new radio-telephone equip- ment to improve communications between launches at sea and headquarters;
(e) $8,000 for Fuel, Light and Power expenses to meet the cost of running additional
air-conditioning, and electrically operated Hollerith equipment;
(ƒ) $4,800 under Maintenance of Radar Equipment for additional Radar sets on Pre-
ventive Service launches;
(g) $2,500 for Expenses of Overseas Offices to cover increased United Kingdom postal
and telephone rates for the London Office.
Special expenditure items include $245,000 for the purchase of and initial payment on additional Hollerith_equipment; $28,500 for two replacement vehicles, and a revote of $27,400 for two vehicles on order.
