The Deputy Registrar of Births & Deaths (formerly an Executive Grade Post and now graded as Assistant Registrar), 37 Clerks and 1 Messenger are added to this Department on its taking over the administration of the Births and Deaths Registry from the Medical Department. One Assistant Registrar and two clerks have been added for the Kowloon Marriage Registry, and an Office Assistant and an additional Messenger to operate new photostat equipment. The other increases, viz. 1 Legal Assistant, 1 Executive Officer, 8 Clerks, and 6 Messengers (including 3 for the Births & Deaths Registry) are due to the increase in the volume of work in the Depart- ment. The post of Executive Officer Cl. I has been regraded as Assistant Registrar Cl. I.

Under Other Charges, the increases are due to a general increase in staff and to the proposed decentralization of Births and Deaths registration. The additional office space for the Kowloon Marriage Registry and the Companies and Trade Marks Registries necessitates con- siderable increases under "Rent of Offices" and "Fuel, light and power".

The establishment of this department is increased by four posts: one additional Assistant Registrar, two temporary Clerks (one for 6 months only), and one Office Attendant, all necessitated by the department's expanding activities.
