Of the remaining posts, the 4 new posts of Assistant Social Welfare Officer are partly offset by the posts of Principal Probation Officer, Principal Youth Officer, Principal Officer and Moral Welfare Officer deleted. An additional Executive Officer and 2 Clerks are needed as the result of the general expansion in the Department's activities. The Assistant Officer is required for the increased work arising from the Workmen's Compensation Ordinance, relief of the blind and other matters. 2 additional Assistant Youth Welfare Officers are required for recreational centres to be installed on the roofs of the new multi-storey buildings in resettlement areas.

An additional Assistant Community Development Officer and 2 Assistant Relieving Officers are required for expanding activities in this sphere, as evidenced by the increase in the number of Kai fong welfare associations from 17 to 20 during the year, with a total membership of nearly 250,000. Increased activities in the fields of child welfare and moral welfare require 2 additional posts of Assistant Children's Officer and 2 additional posts of Assistant Moral Welfare Officer. The second post of Amah Class III is necessary for the new Remand Home.

Of the 21 posts deleted, the posts of 3 Principal Officer and 1 Moral Welfare Officer are offset by the 4 new posts of Assistant Social Welfare Officer. The remaining posts were transferred to the Resettlement Department during the year.

These changes in establishment, together with normal increments and salaries revision, account for the increase of $228,235 in the vote for Personal Emoluments.

Under Other Charges, new subheads are created for expenses of the new disabled destitutes camp on Lan Tao, $400,000, and probation work $50,000. The latter item was previously included in the vote for relief and public assistance which is reduced by $70,000. Minor adjustments are made in a number of other Subheads.

Special Expenditure includes provision of $4,800 for insulated containers required in connexion with the Department's feeding arrangements; $3,500 being a revote for the body- work on
a new lorry; $2,800 for indexing equipment; $40,000 for running expenses of the Rennie's Mill Camp for 2 months and $6,400 required in order to send 4 candidates on a Youth Leader training course as in previous years.

The decrease of 4 posts is the result of a death, a dismissal and the invaliding of 2 District Watchmen. There is, nevertheless, an increase of $41,158 is the vote for Personal Emoluments as the result of normal increments and salaries revision.

Under Other Charges, a decrease of $10,400 is shown for arms and ammunition, the 1954-55 figure including provision for new revolvers. Further reductions are indicated in the votes for stores and equipment, $1,000 and uniforms, $2,500.

Special Expenditure of $14,000 for kit-lockers is required so that the present unsatis- factory kit boxes used for uniforms and equipment, which take up a great deal of room, can be replaced by more suitable lockers such as are provided for the Police.
