more hull maintenance than hitherto. 2 Launch Engineers Class II were approved by Special Warrant during the year. The additional 45 crew members, offset by a post of Stoker Class II, are required for 4 new launches which will be coming into service next year and for adjusting the establishment in respect of existing vessels which have been found to require more or fewer crew than originally estimated.
These changes, together with normal increments and salaries revision, account for the increase of $371,743 in the vote for Personal Emoluments.

Under Other Charges, a new vote is included for Cable and Wireless charges formerly provided for in a block vote under Head 19, Miscellaneous Services. A reduction of $375,500 is shown in the vote for maintenance, minor improvements and stores for craft, arising from the installation of new engines over the past few years and consequent lower engine maintenance costs. Spare parts requirements have also been reduced. The only other change is an increase of $1,600 for mooring buoys due to increased annealing and testing requirements for "B" class moorings on 7-years' test.

Special Expenditure items include, in addition to work already in hand, a new fishing vessel for the Agriculture, Fisheries and Forestry Department, $40,000; replacement of mooring buoys, chains etc., $390,300; navigational aid equipment, $20,000; typhoon moorings at Gin Drinkers' Bay $80,000; 2 replacement hopper barges for the P.W.D., $640,000, and sundry workshop items, $6,000. The navigational aid equipment comprises replacement batteries and other accessories for Waglan and Tathong Beacons. The typhoon moorings are required in connexion with the new refuse dump at Gin Drinkers Bay for the protection of refuse barges.
