EXPLANATORY NOTES.

One 5th Grade Clerk and Shroff has been added to the Staff to assist the present 3rd Grade Shroff in increased work connected with the District Watchmen Fund and Chinese Public Dispensaries Fund.

In order to cope with the work of the Examining Branch of the Treasury, 1 3rd

· Grade Clerk has been promoted to 2nd Grade and one new 2nd Grade Post has been created in addition.

With the intention of building up an efficient Staff for the Government Launches provision has been made for an allowance of $2 per mensem to one Seaman on each launch, on qualifying as Coxswain.

In 1918, the Imports and Exports Department employed inter alios :—

1 Higher Grade Clerk on 5 years' agreement from 1st July, 1916.

1 2nd Grade Clerk on the Permanent Staff,

2 3rd Grade Clerks on the Permanent Staff.

33 5th Grade Clerks on Temporary Establishment.

Of these, the 2nd Grade Clerk, one 3rd Grade and 13 5th Grade Clerks were paid out of the vote "Temporary Staff for compilation of Trade Statistics". For 1919, this general vote has been abolished and the various appointments are specifically provided for. At the same time the 5th Grade Clerks, at present on Temporary Establishment, who will have two years' service or more on 1st January, 1919 have been transferred to the Permanent Establishment.

It is expected that a Department may be opened in 1919 under the Superintendent of Imports and Exports for the control of Salt and provision is made for possible requirements for Staff, other expenses, and for a launch. The sums entered are estimated in round figures only.

In order to expedite the hoisting and changing of the typhoon and wind signals on Signal Hill, 2 Coolies have been added to the Staff, 1 at $108 per annum and 1 at $11 per mensem for 7 months, (i.e., during the typhoon season).

Provision has been made for 1 Caretaker at $12 per mensem for the new Govern- ment Market at Tai O. The Chinese Sergeant Interpreter at the Police Station will also be paid $2 per mensem for supervising the collection of Market Revenue.

A new post of 6th Grade Clerk is provided to attend to the Money Changers Statistics, and assist in the increased licensing work.

(a) In the Police and Prison Departments under "A.-Police Staff" 1 4th Grade Sergeant Interpreter has been promoted to 3rd Grade Clerk, and 1 5th Grade Sergeant Interpreter advanced to 4th Grade, reducing the number of 5th Grade Interpreters by 1.

(b) In order to provide an efficient Staff and suitable office for the Deputy Superintendent of Police (Reserve), the salary of the Secretary (formerly designated as Temporary Clerk, Police Reserve) has been increased from $360 to $1,200 per annum, and an additional female Clerk has been appointed at a salary of $480 per annum. (Vide also p. 54. n. (12) and p. 55. n. (14) ).

(c) Under "European Force-Land and Water" the Good Conduct Medal Allow- ances are now for the first time shown separately according to the groups of posts to which they belong (vide also p. 52 n. (6)). Having previously carried Exchange Com- pensation, they are now shown :--

(1) in the case of men on dollar salaries, at the dollar value (with the

sterling equivalent at 3/- in brackets), and

(2) in the case of men on sterling salaries, at their sterling value (the dollar

also being reckoned at 3/-).
