Voluntary classes in Chinese for European pupils have been instituted at Kowloon British School and Victoria British School. One Amah has been inserted for Peak School to attend to the young children.

A sum of $1,850 is inserted under Special Expenditure, Education Department. with a view to improving the equipment of the District Schools.

Under Ordinance No. 19 of 1917 the Hongkong Volunteer Corps and Volunteer Reserve have been embodied in the Hongkong Defence Corps. Capitation Grants are therefore not being made, and the posts of Inspecting Officer and Adjutant Volunteer Reserve have been abolished. The salary of the Administrative Commandant has been fixed at £375 with House Allowance of $900; the Allowance to the Adjutant has been increased from $5 to $7 a day, and allowances are inserted for the Officers Commanding the Artillery and Engineer Companies. The Subordinate Staff formerly paid out of Volunteer Corps Funds is now shown under Personal Emoluments, and one Clerk for the Engineer Company has been added. Separate votes are inserted under Other Charges for all expenses of the Corps.

Owing to the transfer of one Clerk (£270 to £315 by £15 annually) from Accounts, Correspondence, and Stores, Public Works Department, to Water Works, one First Grade Clerk has been transferred from Water Works to Accounts, Correspondence, and Stores. Owing to increase of work it has been found necessary to add one Fifth Grade Shroff to Accounts, Correspondence, and Stores, and one Third Grade Clerk, and one Third Grade Meter Reader, to Water Works.

The following additious have been considered necessary under Locomotive, Carri- age, and Wagon Expenses, Kowloon-Canton Railway:

1 Apprentice Electrician

2 Apprentice Painters.

One Head Guard has been promoted to Traffic Inspector and his former post abolished; the Traffic Inspector being transferred to the Sanitary Department: while one new post of Station Inspector has been considered necessary for the proper supervision of the Station Masters. One additional Sixth Grade Telephone Clerk is added for night duty.
