EXPLANATORY NOTES.
The Third Clerk in the Registry of the Colonial Secretary's Office having reached his maximum salary in Grade III and having been appointed Second Registry Clerk, has been promoted to Grade II.
Owing to the increase of work in connection with the duty on tobacco the staff of the Audit Department has been augmented by 2 5th Grade Clerks.
A vacancy having occurred in the Higher Grade, and the senior 1st Grade Clerk being employed in the Treasury, the post has been transferred from the Supreme Court to the Treasury.
The addition of a 3rd Grade post in the Treasury is set off against the reduction of a 3rd Grade post in the Police Department.
These
One temporary clerk and one messenger have been added to the Assessor's Staff in anticipation of a new valuation being necessary for the next assessment, posts are provided for six months only.
A clerk in the Higher Grade has been temporarily engaged for the purpose of preparing Trade Statistics.
Owing to the duty on tobacco and in connection with the issue of permits for export of merchandise the following additional staff has been appointed in the Imports and Exports Department :-
1 3rd Grade Clerk
1 3rd Grade Interpreter
2 4th Grade Clerks
15 5th Grade Clerks (Temporary)
1 5th Grade Shroff.
In view of the numbers of permits issued, it is necessary to bind them in volumes. $420 is considered to be the approximate cost.
An installation for receiving time signals by wireless telegraphy at the Obser- vatory is required.
In place of the Police who are not always available it has been considered advisable to provide a notice server for the outlying villages in the New Territories.
To replace the European Warders who have been granted leave to join the Forces in Europe temporary appointments in the Indian Gaol Staff have been made as follows:-
6 Assistant Warders to be Temporary Warders
6 Guards to be Temporary Assistant Warders 6 Temporary Guards.
To assist the Medical Officer at Kowloon it has been thought advisable to provide a Hindustani Interpreter. The services of a suitable man have been obtained at a salary of $480 to $660 by $60 annually,
Owing to the difficulty experienced in obtaining European Sisters it was con- sidered desirable to obtain the services of Japanese-of whom 8 have been engaged on agreement for twelve months and have been designated Staff Nurses.
The re-appointment in the New Territories of a Chinese Medical Officer trained in western methods has been found desirable. See Governor's Despatch No. 375 of the 3rd October, 1916.
The villagers of Tsun Wan in the New Territores petitioned the Government for the service of a trained Chinese midwife.
