OF HIGHER EDUCATION

KWEILIN. Jan. 5 (Central)- Plans for the promotion of higher education to be carried out in the course of this, year were revealed by Mr. Chang Pei-hal, special commissioner of the Minstry of Education, who is now on a tour of inspection of the educational Institutions In Kwangtung and Kwangsi provinces. Mr. Chang arrived at Kweilin on New Year's Day.

Mr. Chang said that in order to advance the higher education of the country, the Ministry of Education has decided to establish in Chungking a National Social Education College. Meanwhile, in view of the growing scarcity of the instructors of Chinese, it is also planned to establish an institute devoted to the study of Chinese literature and classics,

For the purpose of unifying the polley of normal education, Mr. Chang continued. the Ministry has in the past years established six normal colleges for men and. one for women in different parts of the country. However, it has "been found that their number 15 still short of the demands. Hence, it is planned that more normal colleges will be established this year.

Holders of licences which expired at the end of 1940 are re- minded that if it is desired to retain possession of the apparatus after the date of expiration of the licence a renewal must be effected without delay,

New Licences will be available at the "Government Radio Omee, G. P. O. Building, First Floor, on ordinary business days, and will be issued against the receipt of a remittance of $12.00, between the hours of 9 a.. and 5 p.m. except on Saturdays when licences will be issued between 9 à.m, and 1 p.m.

Applications may be made:-

(a) personally. "

(b) by messenger,

(c) by post.

It is essential under (c) and preferable under (a) and (b) that applications should be accompanied by crossed Cheque payable to Hong Kong Government, The new licence will then be sent by post or messenger sa soon as it la ready. Where actual cash is tendered a new licence should be received in exchange before leaving the Licensing Office,

In the case of renewal the old licence should be returned with the application.
