According to the Shantung Mainichi, Mr. Watanabe said that the Japanese Government caused the Yangtse to be opened to third Power vessels because it consider- ed that shipping must be resumed on a just basis, otherwise reprisals might follow.
The Japanese Government however, he added, is resolved to compete with foreign ship- ping in the "most determined MAKINËT.
