Puppet Police Commissioner Kidnapped
SHANGHAI, Dec. 27 (Reuter)— Chen Chiao-hai, Commissioner of Police at Mingbong, was kidnapped on Dec. 18, by a band of twenty armed men, according to an arrival from Minghong.
