LONDON, Dec. 26 (Reuter') -An Admiralty communique, announces that the D.S.O. has been conferred

Lieut- 00 Commander Phillips, of the submarine Ursula, which re- cently destroyed an enemy cruiser off Heligoland.

He is also promoted Com- mander from Dec. 22.

Other decorations and pro- motions for the officers and men of the Ursula were also made and all were congra- tulated upon their great suc- cess.

MADRID. Dec. 28 (Havas)-It is officially announced that traffe on all railway lines inking France and Spain will re-established on Jan, 1.

Major-General Carton de Wlant, V. C.. has been given “a special appointment." it was announced in a supplement to the "London Gazette." The appointment is listed under military commands.
