STOCKHOLM, OCT. 11 (REUTER)—THE FINNISH "GOVERNMENT HAS DECIDED TO EFFECT VOLUNTARY EVACUATION OF CERTAIN TOWNS, NOTABLY HELSING- FORS, VIBORG, TAMMERFORS AND AABO AS FROM TO- DAY "IN VIEW OF THE GRAVITY OF THE SITUATION," ACCORDING TO A TELEGRAM FROM HELSINGFORS.

A message from Helsinki states that about a quarter of the inhabitants of Helsinki are being voluntarily evacu- ated to-day and a further quarter on Thursday.

There is at present nothing to cause alarm and well- informed sources here say that there are no Soviet troop concentrations yet, but the regular Soviet Garrisons will possibly be reinforced to-day.
