NEW YORK, Sept. 2 (Better)—–—– On the Foreign Exchange to-day, the pound sterling and the French franc fell following the outbreak of Polish-German hostilities. How- over, with the London markets. relatively closed. dealings were small and confused.

Traders said that many of the rates were merely normal with the Bela guilder and the French franc, and were made lib t what appeared to be a night of capital expected to neutral countries.
