SHANGHAI, Aug. 21. (Int'l), -The American Government is seriously considering the levyine of a “mural" embargo to prevent shipment from the United States to Japan of raw materials capable of being used in the manufacture of war materials, according to a Washington report.

LONDON, Aug. 7 (By Air Mail> With the completion of the as- sessment of the various taxes for the fiscal year, 1839-40, such income levies (class 3), capital interest tax B, business and individual profits taxes, It has been announced that there has been a 30 per cent increase in the total income tax revenue of the "Tokyo Tax Office which has risen by 50 million yen to over 200 million yen."

Baron Takakimi Mitsui leads i the taxpayers with a total in- come tax of 2,874,037.yen, follow- ed by Mr. Hikoyata Iwasaki with 2.282,076.50, yen the two men re- versing their positions of last year when the latter was ranked highest with 4,393,147 yen and Baron Takakimi Mitsu! second |with 2,379,730 yen.

Baron Hiranuma, the Premier, pays 489.02 yen. He paid 517 yen last year.

An appeal to the United States Government for the services of American plague prevention ex- perts and medical supplies was wired by Dr. H. H. Kung, Presl- dent of the Executive Yuan and concurrently Minister of Finance. on August 7. With the assistance of the Rockefeller Foundation in China, the National Health Ad- ministration inaugurated a Bpecial Plague Prevention Committee in Kunming. Yunnan, on August 1. The committee will work out a five-year programme for the all- mination of endemic diseases in Yunnan province, and carry out. a 3-year research programme.
