JAPAN: ABROGATION,
CHUNGKING, GIVES BAD SHOCK TO TOKYO
U.S. Stand Contrast To Britain's
YESTERDAY, THE UNITED STATES GOVERNMENT gave notice of the abrogation of the Commercial Treaty with Japan, signed in 1911. The end of this agreement clears the way for economic retalia- tion against Japanese attacks on American interests in the East, according to Reuter.
"Whereas Britain, in her agreement in Tientsin, may have receded, such is not the course of the United States," writes the "New York Times."
The Washington correspon- dent of the same paper re- ports that when the Senate Committee for Foreign Affairs postponed discussion on the abrogation proposal, the Pre- sident decided to act imme- diately.
"A note denouncing the agreement was thereupon handed to the Japanese Em-

"During recent years the Government of the United States has been examining treaties of commerce and navigation in force between the United States and foreign countries with a view what to determining changes may be needed. to be made towards better serving of the purposes for which such treaties were concluded.
In the course of his survey the Government of the United States has come to the conclusion that the Japan-United States Treaty of Commerce and Navi- gation, signed at Washington on February 21, 1911, contains provisions needing new consideration.
"Towards preparing the way for such considera- tion with a view to better safeguarding and promoting American interests as new developments may require, the Government hereby gives notice of its desire that the Treaty be terminated and will expect the Treaty, together with its accompanying protocol, to expire (six months from this date.” (Signed) CORDELL HULL.

In Government circles, like- wise, the first reaction was surprise. The Japanese na- tion had been led to believe that the Vandenberg resolu- tion was a measure of domes- tic policy, which would never be implemented in summary action.

SUMMARY OF LONDON REACTIONS TO MOVE
LONDON, July 27 (Reuter) The United States note to Japan concerning the abrogation of the Com- mercial Treaty with Japan can be fairly described as one of the greatest surprises connected with the Sino- Japanese war, especially since it follows so closely on the defeat of the President on the neutrality issue and other indications of the revived strength of the isola- tionist faction.
While the decision will not be effective, until six months hence, It is regarded as the greatest gesture of moral encouragement. which China has so far received in the course of her struggle.
