TO OPEN NEGOTIATIONS WITH TOKYO ON TIENTSIN BLOCKADE

Two Proposals Submitted NEW INSTRUCTIONS,

LONDON, June 27 (Reuter)-Reuter understands. that there is reason to belleve that an announcement regarding the opening of negotiations with Tokyo over Tientsin will be made in London and Tokyo in the next twenty-four hours.

It is reported in generally well-informed quarters that Japan has submitted two proposals:-

FIRSTLY, that Tientsin should not be used for anti-Japanese Intrigues by the Chinese; and SECONDLY, that Tientsin should not be used as a base to support Chinese currency -In-opposition-to-the new, Japanese currency.

It is understood that the British Government can- not accede to the second proposal, but that negotia- tions are beginning' generally. CHUNGKING, June 28 (Central)! -The British and French Con- cession authorities in Tientsin
