naval base.

lodged. It would cling to the rock and preveift warships of any other Power from using the barbour.

To ensure a supply of fresh wät- er a tenth tank is now being 'hewn out of the interior of the rock.

One of the main problema engaging the Governor's at- tention is the provision of suitable shelter for the garri son and population in the event of bombardment or bombing.

EXCELLENT SHELTERS As every tourist knows, the Wp- Per Rock has been honeycombed since the 18th century with long subterranean galleries. These would form excellent shelters, were they not too far away for the people to reach them quickly.

The Governor has accordingly ordered the excavation of 10 deep and spacious caverns. Each is to contain ample accommodation for 1,500, people, and the 10 are so situated that no one in Gibraltar will be more than two minutes' walk or run from the nearest re-
