This is stated in the official report of Heut.-Col. E. Wood- house, the Ministry of Transport | inspector who conducted, an Ix- quiry into the cause of the acct- dent.

The rule quoted in the report says that when a signal fails the signalman or: ̈ stationmaster at the station in the rear-must be informed and must stop. all trains, proceeding towards the signal and advise drivers ne- cordingly.
