Four New Bills Before

Legislative Council

At the Legislative Council meeting held yesterday, the Hon. Mr. M. K. Lo asked whether the Government was in a position to give any Indiration as to when the Report of the Commission of Inquiry into the alleged sinking of a fleet of fishing Junks on September 21, 1937 would be published.

Essen, Sept. 1. Field Marshal Goering's pa“ per, the Essener National Zeitung publishes a code for Germans living abroad. Stating that the Fuehrer, his Deputy and District Leader Bohle have repeatedly 'stated the duties of Germans abroad. the paper reiterates the following as most important points:

1. Strict observation of the laws and regulations of the guest coun- try. 2. Non-interference in the af- fairs of the guest country. 3. Realisation that each and every German abroad is representative of the Third Reich and as such is carefully watched by other nation- als, and their opinion of Germany Ls formed on the impression they get from the individual. Practically speaking, this means that every German aboard should, not only to the same extent as in the Reich but much more so, pre- serve discipline and

self-control

He should not complain or grum- ble, if the laws or even the condi- tions in his guest land are not to his liking.
