4. That Dr. Ng. was definitely. negligent in his fallure to notify the Medical Superintendent of his intention to perform the operation outside the Hospital:-
(b) Having performed the opera- tion, not reporting the same forth- with.
(c) Consent to do the operation outside of the Hospital, with only one assistant in an ordinary bed- room, instead of in an operating theatre, with the attendant. dan- gers of sepals.
5. That the negligence was not of such a high degree of culpabil ity as to amount to a crime.

"Arising out of the evidence we have heard in regard to the ad- ministration and supervision of the Kwong Wah Hospital, we consider: (a) That as Government ap- points the Hospital Superintendent, they should assume more respon- sibility for maintaining proper con- trol over the Westem medical side of the Institution.
(b) That no Medical Officer, re- commended by the Committee, should be appointed to the Western Medical Hospital Staff without the approval of the Director of Medi-: cal Services and the Superliten- dent of the Hospital.
(c) That every patient upon ad- mission to the Hospital should be assigned a case number which should be entered upon all the bed- letters and/or other documenta pertaining to that patient.
