5. That the negligence was not of such a high degree of culpabil ity as to amount to a crime.

"Arising out of the evidence we have heard in regard to the ad- ministration and supervision of the Kwong Wah Hospital, we consider: (a) That as Government ap- points the Hospital Superintendent, they should assume more respon- sibility for maintaining proper con- trol over the Westem medical side of the Institution.

(b) That no Medical Officer, re- commended by the Committee, should be appointed to the Western Medical Hospital Staff without the approval of the Director of Medi-: cal Services and the Superliten- dent of the Hospital.

(c) That every patient upon ad- mission to the Hospital should be assigned a case number which should be entered upon all the bed- letters and/or other documenta pertaining to that patient.
