Moscow. August & The Japanese Anibassador, Mr. Mamoru Shigemitsu, yesterday saw M. Maxim Litvinoff, Soviet Foreign Commissar, and proposed that both sides should cease fighting on the Soviet - Manchukue - Korean frontier and that they retain the positions occupied the moment an "agreement was reached.

This proposal was refused by M. Litvinoff, who added that there would be more Aghting as each side would try to gain advantage before an agreement is arrived at.

M. Litvinoff made counter-proposals that hostilities should cease when both sides agreed not to 'cross or shoot across the boundary iine marked out in 1868 between Russia and China. Shigemitsu could not agree to this point.

JAPAN'S PLAN

M. Litvinof accused the Japan- ese Government at deliberately seeking to involve Japan in a war with the Soviet, and pointed out that the scale of the present operations far exceeded the usual frontier incident. Artillery. for instance, was used.
