A White Paper dealing with the| grant of marriage allowances to naval officers was published yes- torday by the Stationery Oce (Cind. 5746, price 2d, nek). It is chiefly devoted to an explanation of the basla upon which the scheme has been devised; bat in one, respect it discloses an impor tant new concession.
