Hirota's Tame Assurance To Foreign Powers
Tokyo, January 22. Basic conditions for peace between Japan and China were revealed to-day for the first time by Mr. Koki Hirola, Foreign Minister, in an address before the Dist.
Mr. Hirota mald the following four points formed the founda- tion of the peace proposal submitted to Generalissimo Chiang Kai-shek, recently, through German mediation.
Firstly, abandonment by China of her policy of tolerating `- Communism and opposing Japan and Manchukuo and adoption by China of a policy of co-operation in Japan and Manchu- kuo against the Communist Bloe
Secondly, establishment of demilitarized zones in certain re- quired areas and setting up of special administrations in such
areas.
Thirdly, close economic co-operation between Japan, Man- chukuo and China.
Fourthly, reparations by China to Japan,

Mr. Hirota said these were the minimum essential demands and declared. China had rejected the good offices of the Ger- man mediators and failed to reply to Japan. ·
Mr. Hirota reiterated that Japan had no territorial ambi- tions in China and did not intend to separate North China from the rest of the country. He said Japan wished China to awaken to the realities of the situation and co-operite in Sino- Japanese union for the mutual existence and co-prosperity of both nations. Mr. Hirota denied that Japan was attempting to oust foreign interests from China and said the door would re- main open in China-Reuter.

Prince Konoye reiterated that the immutable rational policy of Japan aimed at permanent peace in East Asia based on close co-operation between Japan, Manchukuo and China.

The report alleges that the threats are attributable to faulty interpretation during the interview between an officer of the Japanese gendarmes and the police.
