Strong Anglo- GRAVE DANGER

American Notes To Japan

Two Governments Acting In Close Co-operation

London, Dec. 14. Britain is expected to send a strongly

worded Note to Japan following the attacks on British ships in the Yangtse. It is be lieved approval will be given to the Note when the Cabinet meets to morrow morning.

The Prime Minister and Mr Anthony Eden have been in con- sultation to-night and it is under stood that other Ministers are in close touch with every phase of the situation.

The Note will in all probability ask for compensation, demand that immediate effective steps be taken by the Japanese to prevent further occurrences of a similar kind and request general assu- rance of safety for British nation- als, ships and other property.

It is understood the terms of the British Note may be on similar lines to that sent to Japan by the United States.- Beuter.

NO REFERENCE TO MIKADO London, Dec, 14. A note of protest, which is anti- cipated by Japan will be sent

ensure to that there will be no recurrence of these incidents.

It is understood the note wilf not refer to the Emperor of Japan, but the question of compensation for damage and punishment of the offenders may be included in the protest.- Reuter

"CALM EXPECTANCY

Washington, Dec. 14. With the presentation of the formal Note to Japan in regard to the Panay Incident, the atmos- phere here is one of calm expec- tancy.

Mr. Cordell Hull, the Secretary of State, called on President Roosevelt at the White House to inform him of the latest develop-

received ments, and later

The London evening papers state that Japan has made no less than 12 different apologies in connection with the Yangtse incidents, which are printed In the papers to in- dicate that Japan now fully realises the seriousness of her actions. A QUANDARY

Japan's eagerness to apologise even before receiving the Ameri- can note leaves the State Depart- ment in something of a quandary as it is not quite clear whether a further formal reply should be ex- pected, or the apologies should be regarded as sufficient. Mr. Hull was closely questioned on this point, but he declined to commit himself.

Isolationist members of Congress seized on a passage in the note referring to the Sino-Japanese hostilities as a pretext for de- manding the enforcement of the Neutrality "Act, but scarcely a voice was raised against the President's action in handling the situation without reference to Congress as he is constitutionally empowered to do.~

POINTS OF PROTEST

Washington, Dec. 14. It is learned that the United States expects a formal expression of regret from Japan concerning the Panay incident, complete and comprehensive indemnification, and assurance that definite, and specific steps will be taken to en- sure that American nationals, in- terests, and property in China will not be subjected to attack or un lawful interference by Japan
