American Notes To Japan

Two Governments Acting In Close Co-operation.

London, Dec. 14. Britain is expected to send a strongly worded Note to Japari following the attacks on British ships in the Yangtse. It is be- Beved approval will be given to the Note when the Cabinet meets to- morrow morning.

The Prime Minister and Mr Anthony Eden have been in con- sultation to-night and it is under- stood that other Ministers are in close touch with every phase of the situation.

The situation, it is stated, will undoubtedly take a turn for the worse, if the Anglo-American de- mands, that the incidents be off- clally brought to the attention of the Emperor. persist. In Japan, the person of the Emperor is re- garded as sacred and must never be involved in any military or poll. tical disputes, and it would be a serious loss of prestige to Japan. if this principle factor of Japanese constitutional life were broken. The attitude of the Foreign Secretary,

Mr. Anthony Eden, in refusing to inform the House of Commons yesterday on the attitude taken by the British Government, is further regarded as ominous.

1

The London evening papers stato that Japan has made no less than 12 different apologies in connection with the Yangtse incidents, which are printed in the papers to in- dicate that Japan now fully realises the seriousness of her actions. The apologies in themselves, it is stated, do not mean much and do not suffice to give satisfaction either to America nor to Britain.- Transocean.

A QUANDARY Japan's eagerness to apologise even before receiving the Ameri- can note leaves the State Depart- ment in something of a quandary as it is not quite clear whether a further formal reply should be ex- pected, or the apologies should be regarded as sufficient. Mr. Hull was closely questioned on this point, but he declined to commit

himself.

Isolationist members of Congress seized on a passage in the note referring to

the Sino-Japanese hostilitles as a pretext for de- manding the enforcement of the Neutrality Act, but scarcely a voice was raised against the President's action in handling the situation without reference to Congress as he is constitutionally empowered to 'do.- Reuter.
