Whereas under section 6 (1) of the Betting Duty Ordinance, 1931. as amended by the Betting Duty Amendment Ordinance, 1934, it is provided that on every bet made on any totalisator or pari-mutuel authorized by the sald Ordinance there shall be charged a duty on a scale to be determined from time to time by resolution of the Législative Council And whereas such a scale was determined by resolution on the 13th September, 1934: And whereas it is expedient to revoke such", resolution and to determine a new, scale;

An attempt was made to collect statistics of offenders previously convicted and of those who had been bound over and had their bonds enforced. The ratio of the former to the total number of per- sons convicted was 1.68 per cent. in 1936 compared with 1.83 per.. cent. in 1935; the ratio of the con- victs whose "bonds were enforced to those bound over was 8.7 per cent. as against 3.39 per cent. In 1935. This increase, however, means it tle more than an improved collec- tion of statistics.

The penalty of caning evidently has not affect ed these figures, as only 9 were caned in Hong Kong as against 47 in Kowloon for all classes of offen- ces.
Good work continued to be done by probation officers both in the courts and in the remand homes.
FORGED BANK NOTES
Charged with possession of 17 forged (Kwangtung Provincial Bank) $1 bank-notes, Cheung Yuk- fan, aged 28, was sentenced to two years' hard labour by the Chlet Justice, Bir Atholl MacGregor, at Criminal Sessions yesterday, when the jury returned a verdict of
