Absence Of Ships To Shanghai Causes Heavy Losses
WAR RISK INSURANCE
London, Nov. 5. Attention was drawn to shipping difficulties in the Far East by Mr. A. C. Moreing, in the House of Commons.
He asked if the Board of Trade were aware that British merchants In Shanghat were seriously handi- capped by the prohibitive rates quoted for war risks for vessels going to Shanghal or Woosung.
Capt. Euan Wallace replied that he was informed underwriters were freely granting war risk Insurance on vessols going to those ports and on their cargoes other than war materials Insurance on board the ocean-going vessel. but he understood that underwriters were considering the possibility of as- sisting shippers by extending the /scope of existing cover.

JAPAN'S REASONS FOR INVADING CHINA
FF
Prominent Business Man Expresses His Views
Explanations to account for war Japan's action in starting a with China, which has already cost her more than the war with Russia in 1904-05, have been numerous and diversified, but not entirely satisfactory. Japanese spokesmen have said that the purpose was to combat Communism; to eradicate anti-Japanism; to cause a better understanding of Japan's real in- tentions, and to bring the Chinese people to feel goodwill and friend- ship for the Japanese..
1:
To pretend that the object is to combat Communism is such trans- parent shadow-fighting that the Japanese must find it hard to keep a serious face while they propound jt. Justification exists, therefore, for examining the contention that
China's sovereignty. For the past three years she has beer endea- vouring to detach all the five northern provinces from China and to establish an "autonomous" regime dominated by Japan.

'because Communism is gaining a hold upon that nation. What are the facts? The National Govern- ment has never had a Communist in its ranks since it was establish ed. More than that-it had been carrying on a campaign for years to exterminate Communism, and would have been successful in 1931 If Japan had not staged her ad- venture in Manchuria that, year and thus caused the temporary abandonment of the operations against the Reds.
COMMUNISM EXTINCT The Communist party has now ceased to exist, as has been point- ed out elsewhere. Those who pro-
fessed to be Communists laid by their political ideology when the Invasion of their country took place. They were Chinese first.
ANTI-JAPANISM... Another explanation given by the Japanese is that they are de- termined to eradicate anti- Japanism, to create a real under- standing of Japan's sentiments to- wards China, and to enhance the goodwill and friendship between the countries.
How has the friendship of Japan for China been shown? Without
