Absence Of Ships To Shanghai Causes Heavy Losses

London, Nov. 5. Attention was drawn to shipping difficulties in the Far East by Mr. A. C. Moreing, in the House of Commons.

He asked if the Board of Trade were aware that British merchants In Shanghat were seriously handi- capped by the prohibitive rates quoted for war risks for vessels going to Shanghal or Woosung.

Capt. Euan Wallace replied that he was informed underwriters were freely granting war risk Insurance on vessols going to those ports and on their cargoes other than war materials Insurance on board the ocean-going vessel. but he understood that underwriters were considering the possibility of as- sisting shippers by extending the /scope of existing cover.

Explanations to account for war Japan's action in starting a with China, which has already cost her more than the war with Russia in 1904-05, have been numerous and diversified, but not entirely satisfactory. Japanese spokesmen have said that the purpose was to combat Communism; to eradicate anti-Japanism; to cause a better understanding of Japan's real in- tentions, and to bring the Chinese people to feel goodwill and friend- ship for the Japanese..
