A spokesman of "the" Shanghai Municipal Council when question- ed regarding the alleged danger to the International Settlement as contained in the pamphlets said that there is no need for any alarm. He admits that the hordes of refugees in the Settlement pre- sents An urgent problem to the authorities, but spoke with assur- ance when he declared that they had the situation well in hand.

News of the closing of the university was confirmed by letter from Dr. Leighton Stuart, ̈president of that institution.--
