BUDGET DEBATE

the dollar the sterling value of can be foretold with greater ac- curacy than in past years, that its sterling salaries shall accord with what is considered to be a fair and proper emolument in the Colony Empire as a whole, RENTS QUESTION Committee May Be Appointed To Study Question

As regards rents paid by Gov- ernment servants for their quar- ters I feel sure that our new Gov- ernor will readily agree to the appointment of a small committee to investigate this matter, as Sir Henry has proposed, if a substan- tive motion to that effect is In due course put before this Council.

But it is justifiable to point out that the new salary scales to which I have just referred call for the payment of * so-called be assessed for "economie rent"

each aet of quarters with ณ maximum contribution of 15 per cent. of salary.

It should also be remarked that the provision of quarters, whether free or at a conventional rental, la and will continue to be here as elsewhere an integral part of the salary scales offered. I should doubt it there is any important Colony which offers an "all-in" salary and expects its public ser- vants to fend for themselves in the way of quarters.

EVENTS IN SOUTH CHINA- It would, gentlemen, as has been remarked, savour of unreality if to-day's debate were to take no the riotice of anything except Revenue and Expenditure for 1938. From the very outset of the de- plorable troubles of the past few months there was one thing that

seemed obvious to me, namely, that LANTERN LECTURES the problems which at such a time as this beset this Colony in its unique position at the gateway of South China could not possibly he treated as purely Colonial prob-

lems

During the summer the local Theo- sophical Society successfully tried out a new improved type of magic lantern on various theosophical subjects, and they now are ready to show the results to the public.

WORLD AFFAIRS

felfrctions on some of the present problems in World Affaire" was the aubject chosen by Mr. H. V. Hodson in his broadcast last night.

Opening his talk with the visit of Dr. Stoyadinovic, Prime Minister and Foreign Minister of Yugo-Slavia, to London, the speaker dwelt on the im- portance of relations between great and small powers upon which lies the destiny of the world.

Explaining the conventional dis tinction between a great and a small power, he said that the former's strength lies in its financial position apart from other things, whilst that of the latter was fundamentally different on its unity, constructive and pro- gressive ability of its people.

Above all, both individually and collectively, a small nation could actually and its voice in world con- science with greater profit than a great power.

Taking the Nine-Power Conference; he intimated that Italy and Germany might not take part. At first the whole of the British Empire was con sidered as one great power, but since the Dominions have participated in other conferences, it is therefore their right to participate in the Nine-Power Conference as different powers separate from Britain.

Continuing, Mr. Hodson said that Dr. Stopadinovic's visit to London was solely because of the tension in the Mediterranean.

Emphasizing the importance of each individual small power relative to its geographical position upon which it Eases its political standing. he said

ticular this Courell too little into my confidence I must only plead this vital necessity, as it seemed to me, of subserving the declared' will of the people of Great Britain as transmitted by the Secretary of State for the Colonies even in such apparently local matters as the interference with fishing boats and

the like.

WE MUST BE IMPARTIAL But Wrong For Us To Be Indifferent

!

I have said that few of our re-

cent problems could be treated as purely Colonial affairs; but with the sound of gun fire almost within earshot, so to speak, it is perhaps too much to expect the Colony to remain dispassionate.

I am reminded of a sentence it one of Mazzini's essays on histori cal method: "The historian." says he. "must always be impartial: but he should never be indif- ferent." The rights and wrongs of the present unhappy conflict can be safely left, I would suggest, to the appropriate international tri- bunals or even to the judgment of posterity: but, as with the ideal historian, it would be wrong for us "here to be indifferent to the suf

ferings of our near neighbours.

the

As a token of this attitude the Colony will I think be glad to hear that our new Governor has of accepted the Vice-Presidency

Committee which will ad- minister relle from the funds for this contributed in London purpose, I might add that I have recently accepted the acting Vice- Presidency until Sir Geoftry's arrival.

TRIBUTE TO POLICE Secondly the present confilet is very much a Colonial affair. In so far as the peace and good order of the Colony are concerned.

for their sound good sense and for their steadiness during this most distressful summer. I venture to think that if certain spectators in Europe and in the Far East could see this Colony with our Japanese friends going about their business quietly and unmolested they might agree that, in this respect at least, Hong Kong "shines like a good deed in a naughty world."

UNOFFICIAL TRIBUTE The Supply Bill was then readi and passed.

"

The Hon. Sir Henry Pollock, Senior Unofficial Member, said.

As this will be the last time that you will be presiding over "this Counel for the time being, I de- sire, on behalf of all the Unofficial Members, to congratulate you upon the able manner in which you have conducted the duties of Officer Administering the Govern

ment.

When you "took over from Bir Andrew Caldecott. in April last. nobody could possibly have fore- seen the many difficult problems which you have had to face dur- ing the past two months, in conse- quence of the unfortunate state of hostilities which has arisen in the Far East, and which, inevitably, has seriously affected Hong Kong NOVEL· AND UNEXPECTED SITUATIONS

ranean.

Both great and small powers concern

Belguim more than any other nation, perhaps inviolability and "integrity.

Mr. Hodson went on to say that a speech made by a great man lay the foundation of Belgium's nationalistic. spirit.

At once Belgium considered its re- armament.

King Leopold spoke of stern rearra- ment to maintain a military machine of a size large enough at least to pro. vent neighbours from using "the bat- tlefield of Europe" for aggressive pur- poses.
