GENERAL HOLIDAY
On Monday, 8th September, the General Post Office" and Kowloon Central Post Office will be open from 9 am to 10 am. The Sheungwan Branch Post Office will be open § am, to 10'um., and also from 7 pm to 8 p.m. and the other Branch Post Offices will be entirely closed.
There will be one collection from the pillar boxes, one delivery of ordinary correspondence as on Sandays and one delivery of registarel correspondence at 10a.m.
The Money Order Office will be entirely closed.
MAILS FOR SHANGHAI AND DISTURBED ARKAS
All malis for Shanghai and the disturbed areas are at pre- sent being sent via Canton-Hankow for delivery as circumatan- ces permit.

Most of the theories have sub- stantial foundation but, pushed to degenerate into extremes, dangerous and misleading, fallecies: Lay opinion, which looks for positive guidance, is apt to be car- ried away by the theories most confidently asserted, and stated with the exaggerations of pro- paganda.
In his little book of 100 pages Golonel Dening, who is a serving examine officer, sets himself to theories and to expose miscon- ceptions, discussing the problems of modern warfare in the abstract and without reference to specific hypothetical cases.

Though we may whole-heartedly agree with Colonel Dening that the air menace certainly does not con- stitute à reason for abolishing or neglecting our sea and land ser- vices, it is, however, surely mis- leading to write, as he does, of the "fallacy of the air menace" until in this country, precautionary measures have been carried much further, and until we present a less vulnerable target. It is con- ceivable that decision might turn on relative vulnerability.
Other misconceptions Coloner Dening deals with are less funda- mental,' and refer chiefly to pro- blems of attack,, and defence which affect the organisation and equip- ment of armies. He regrets the theory that the admittedly in- creased power of defence bas made war of movement a thing of the past.
