When we commented on the incidence of profiteering which is being allowed to thrive in Hong Kong we drew attention to the fact that there were already a very considerable number of re- fugees from Shanghai and various parts of China in our midst, and we gave us our opinion that the numbers would increase greatly. "We made that speculation about a week ago. With the bombing of Canton and the further evacun- tion of Shanglui it is patent that the refugee problem has already reached alarming proportious, and what the "Goverment of Hong Kong proposes to do in the way of placing reasonable and absolutely essential restrictions on this mighty and unprecedent- 'ed influx of ratlier panic-stricken humanity into the Colony is something concerning which the Administration should take the resident public into its confidence so that a proper basis for co- operative effort may be establish-
