FUSILIERS IN ACTION
Shanghai, Aug. 19. -
Welch A party of the Royal Fusiliers helped to fight a fire at the Telephone Exchange in the North Station sector caused by on incendiary bomb from a raiding aeroplane. The Fusiliers had only to-day replaced the Russian volun- teers who evacuated owing to the dangerousness or the sector.
Two planes participated in the night rald last night, one of then fying over Mantao, apparently not a bombing plane though. It terrified the inhabitants when it dived and zoomed just above the rooftops. The plane repeated this over the French Concession causing the people to run excitedly about. Meanwhile confusion as to the identity of the bomb-dropping machine was caused by the Japan- ese denial that the plane was a Japanese one. Rooftoppers, how ever, insist it must have been Japanese, for although it circled over Japanees warships it did not attract fire. Neither side would care to own the plane.because the scene of the bombing was within the British defence sector. Reuter.

London, Aug. 18. There is no change in the Bri- tish Government's view that the conflict in which Japan and China are becoming ever more deeply in volved is capable of a peaceful settlement, given the goodwill which been repeatedly professed both at Tokyo and Nanking, and, in particular, that the tension which has recently arisen at Shanghai could and should be re- Keved at once, so as to avert the threat to the safety of the Inter- national Settlement by an agree ment between the parties for re- disposition of the local forces which have clashed.
Means for bringing to an end the dangerous situation, at Shang- hat have been for some days under discussion both "between the Bri- tish and other diplomatic, consu- lar and military and naval au- thorities on the spot, and by their home governments, and definite proposals have now been address- ed by the British Government, through diplomatic channels. to the Chinese and Japanese Govern- menta.
ISOLATION
Details of the proposals are cot available, but it is understood that in the British view the essentias of any scheme for isolation of the International Settlement from the theatre of any Sino-Japanese hostilities are, arst, the mutually. agreed exclusion of Japanese and Chinese military and naval forces from the one including and sur- rounding Shanghal, and, secondly, that to give confidence to the Japanese for the safety of their nationals on the one hand and to the Chinese against the use of the

London. Aug. 18. The British Ambassadors, at Nanking and Tokyo have been Instructed to approach the Chin- ese and Japanese governments with, a view to neutralising the Shanghal area. It is learned that It is proposed that China and
the area and Britain undertake the responsibility for the protec: tion of Japanese residents pro- vided France and the United States assist her. The limitation of the area to be neutralised will be a matter for local discussion. It is felt that these proposals should be a test of the genuiness of the Japanese contention that their forces are operating 11 Shanghat only in order to protect Japanese lives and property. Realer.

EFFICIENT MEASURES Meantime the British authori- ties in Shanghal are carrying out arrangements already announced for enabling those of their na- tionals, mostly women and child- ren, whom it is unnecessary to ex pose to the considerable danger to Efe and limb which the military activities of the Chinese and Japanese at present involve, to leave the city until normal condi- tions are restored.

Washington, August 18.
The situation is so unequal that the application of the Neutrality Act might put the United States in the position of favouring one nation, said the Secretary of Com- mercé, Mr. Roper, in referring to the Sino-Japanese hostilities. Mr. Roper made public the Agures showing that for the first ve months of 1937 US. exports China were $26,258,000 and Japan
to
140,325,000 the latter being con- sisted primarily of cotton, oll and petrol. He said whether the de- signate of these as implements of war were subject to embargo would be an important question the Neutrality Act was invoked. Mean- while he assumed, that American bus:ness meb would continue trading with China and Japan with the full knowledge of the barriers and circumstances that are likely to develop, and added there had been no indication that the shipment of five locomotives, to China which was arranged through the Export and Import Bank would be delayed on account" of the war.- Reuter.

Mr. Hull expects that some 1,700 will evacuate by the week-end leaving about 2,000.- Meanwhile the reaction in Wash- Ington to the British plan for the withdrawal of Sino-Japanese troops, etc., is somewhat cool, it being felt that no proposal, from outside could influence elther China or Japan at this advanced stage, although Mr. Hall himself declined, to comment on the pro- posals.- Router.
