FUSILIERS IN ACTION
Shanghai, Aug. 19. -
Welch A party of the Royal Fusiliers helped to fight a fire at the Telephone Exchange in the North Station sector caused by on incendiary bomb from a raiding aeroplane. The Fusiliers had only to-day replaced the Russian volun- teers who evacuated owing to the dangerousness or the sector.
Two planes participated in the night rald last night, one of then fying over Mantao, apparently not a bombing plane though. It terrified the inhabitants when it dived and zoomed just above the rooftops. The plane repeated this over the French Concession causing the people to run excitedly about. Meanwhile confusion as to the identity of the bomb-dropping machine was caused by the Japan- ese denial that the plane was a Japanese one. Rooftoppers, how ever, insist it must have been Japanese, for although it circled over Japanees warships it did not attract fire. Neither side would care to own the plane.because the scene of the bombing was within the British defence sector. Reuter.

There is no change in the Bri- tish Government's view that the conflict in which Japan and China are becoming ever more deeply in volved is capable of a peaceful settlement, given the goodwill which been repeatedly professed both at Tokyo and Nanking, and, in particular, that the tension which has recently arisen at Shanghai could and should be re- Keved at once, so as to avert the threat to the safety of the Inter- national Settlement by an agree ment between the parties for re- disposition of the local forces which have clashed.
Means for bringing to an end the dangerous situation, at Shang- hat have been for some days under discussion both "between the Bri- tish and other diplomatic, consu- lar and military and naval au- thorities on the spot, and by their home governments, and definite proposals have now been address- ed by the British Government, through diplomatic channels. to the Chinese and Japanese Govern- menta.

London. Aug. 18. The British Ambassadors, at Nanking and Tokyo have been Instructed to approach the Chin- ese and Japanese governments with, a view to neutralising the Shanghal area. It is learned that It is proposed that China and

The limitation of the area to be neutralised will be a matter for local discussion.
