The Hong Kong General Cham- ber of Commerce received from the Hong Kong Government, on
July 31, a letter, dated July 30, giving the text of the Secretary of State's telegram of July 28 on the subject of plece-goods quotas and the rule that plece-goods manu- factured in Hong Kong must be woven from yarn spun in the British Empire. The letter stated that in view of the representations of the Chamber of Commerce, the Secretary of State had requested all "Dependencies concerned, with the exception of Jamaica, to waive the new requirements for

Dr. H. R. Kung, Chinese Finance Minister, has concluded a contract with the British and Chinese Cor- poration with which to finance the Corporation of Shanghal Associat- ed £5,000,000 five per cent. loan.
The loan proceeds will be devot❘ ed to the construction of 'a' rail- way from Shektan, on the Canton- Kowloon Railway, to Meflaten in Kwangtung, and will be secured on the revenue of the rallway, with the Balt Gabelle as collateral.
Part of the money will be spent for the purchase of material and equipment for the ballding of the line. It is expected that the loan will in due course be offered to the public in London.
Dr. Kung has concluded a fur- ther loan contract with the British and Chinese Corporation for £4,- 000,000, for the construction of a railway from Pukow to Hslany yang, in Hupeh. The terma are identical with the other loan."'
The two loans make a total of £7,000,000 with, British financiers for two important railways
