The Japanese Consulate "General forwarded us the following official statement Issued by the Japanese Army at Tientsir. on July 20:-----

It is matter of sincere regret that serious armed clashes "have occurred between Japanese and Chinese troops in North China since July 7, when Japanese troops were unlawfully fired upon by Chinese troops at Lokouchiao.. From the very beginning of this unfortunate incident the Japanese army, in face of utterly unwar- ranted and clearly premeditated provocation on the part of the Chinese troops, have exerted every effort for a peaceful settlement .of the whole affair in cordance with our fixed policy, strictly localtang and peacefully settling the present complications on the spot.

The warlike atmosphere here was definitely accentuated to-day with the revelation t Finance Ministry has raised $50,000,000 for war purposes. This is reported to be in accordance with the decisions of the emergency conference of leaders at Kuling. Finance Vice-Minister Chou Lin began negotiations with local financiers on his return from Kuling last week.

Military planes, have been arriving here and leaving for the North in increasing numbers since early this morning. Squadrons of five battle planes each, presumably from Hangchow, landed at 7 and 9 o'clock and at once took off for the North.

Many planes are being rushed to Chengchow, Honan province and more than 30 of the air bases at Lanchow, Sian and Nanchang have been ordered northward.-Union News.

TRAINS LADEN WITH WAR MATERIALS

TIENTSIN: THE CENTRAL FORCES SENT TO NORTH CHINA ARE REPORTED TO BE CONVERGING RAPIDLY ON THE HOPEI PROVINCE. RELIABLE REPORTS REACHING HERE SAY THAT THREE FREIGHT TRAINS OF BETWEEN 20 AND 30 CARS EACH LADEN WITH WAR MATERIALS, FOLLOWED CLOSELY BY MIXED TRAIN WITH MORE THAN 10 COACHES PACKED WITH TROOPS, PASSED SHUNTED YESTERDAY: ON- THE WAY NORTH.

TRAINS OF OPEN AND COVERED CARS OVERFLOWING WITH TROOPS ARE SAID TO HAVE PASSED FENGTSUN, 40 KILOMETERS NORTH OF SHUNTEH, AND A TROOP TRAIN OF 30 COACHES WAS SEEN PASSING YAKOYING, NORTH OF FENGTSUN.

ANOTHER TRAIN OF 40 COACHES, ALSO LOADED TO CAPACITY WITH CENTRAL TROOPS, PASSED YUANSHIH, NORTH OF SHUNTEH. AN EMPTY TRAIN HAS BEEN SEEN HEADING SOUTHWARD NEAR SHUN. TEH.-UNION NEWS.

THE "NICHI NICHI" ANNOUNCES THAT THREE HUNDRED JAPANESE REFUGEES ARE REPORTED TO HAVE BEEN MASSACRED IN TUNGCHOW, THE CAPITAL OF EAST HOPEL, THE AUTONOMOUS GOVERNMENT AND YIN JU-KENG, HEAD OF THE EAST HOPEI AUTONOMOUS GOVERNMENT, HAS BEEN KIDNAPPED.

Peiping: Japanese military authorities state that reinforcements have been sent to the relief of beleagued Japanese troops in Tungchow. They should have reached there this morning.
