"Assuming the press dispatches to be correct,” Mr. Vargas said, "the President's plan to return to the United States instead of pro- ceeding to Manila via Europe as he had planned originally, must be due to a number of other compelling reasons. There is no need of his sitting on the committee because Mr. Elizalde will be in Manila in time for the public hearings."
The secretary said he has not been advised by the President nor by Philippine offices in Washington of President Quezon's plan of returning to the United States after reaching Europe,
The Associated Press reported that the President's change of plan was motivated by the protest of Netherlands government against violation of the London qucta agreement by the Philippines.
